Most GTA homeowners encounter shoring when they push a basement underpinning job to the lot line, replace a sewer lateral beside a neighbour’s footing, or add a below-grade addition on a narrow Toronto infill lot. The engineering is temporary — the system comes out once the foundation or structure is self-supporting — but the consequences of skipping it are permanent. A wall collapse beside an adjacent house is a six-figure liability event and a worksite fatality risk. Ontario Regulation 213/91 and Toronto Building Standards Engineering (TBSE) both treat shoring as mandatory, not optional, once you cross specific depth and proximity thresholds.

Types of Shoring OCM Installs
The right system depends on depth, soil type, how close you are to adjacent structures, and whether the site can absorb horizontal bracing or needs to stay open for equipment movement. Here is an honest breakdown:
Soldier Pile and Lagging
Steel H-piles driven or augered at roughly 2-metre centres, with horizontal timber lagging boards placed between them as excavation proceeds. Soldier pile is the most common system on Toronto urban lots: it works in the mixed clay, silt, and urban fill that dominates most neighbourhoods, the piles can be installed close to existing footings without the vibration of sheet pile driving, and it leaves a clear working face for form and pour work. Limitation: not watertight. If the site has groundwater, you pair it with dewatering. We handle in-house dewatering on most jobs using submersible and wellpoint setups — ask about it on the quote call.
Hydraulic Trench Shoring
Aluminium hydraulic shores — either individual strut sets or slide-rail panel systems — are the fast, cost-effective answer for linear trench work: sewer and water mains, foundation drains, waterproofing trenches. A two-person crew sets hydraulic shores in minutes versus hours for driven systems. They are rated for the soil types we see across the GTA (Ontario 213/91 Type 2 and Type 3) and come out clean for re-use. They are not the answer for wide open excavations or anything requiring permanent lateral support past about 6 metres deep.
Sheet Pile
Interlocking steel or vinyl sections driven into the ground before excavation starts. Sheet pile is watertight, which makes it the right choice when you are working below the water table and cannot dewater the site economically. The downside on urban Toronto lots: vibration from driving can disturb adjacent footings and crack plaster. OCM uses a press-in or vibratory method calibrated to site conditions, and we monitor adjacent structures with survey nails before and after. For heritage properties or party-wall situations, we typically recommend soldier pile instead unless groundwater makes sheet pile unavoidable.
Cantilever Systems
A cantilever wall — most often soldier piles or sheet pile used without internal bracing — relies on passive soil resistance below the excavation level to stay upright. It works for moderate depths (roughly up to 4-5 metres) and avoids the obstruction of internal struts or tiebacks. Deeper than that, or in softer soils, cantilever deflection becomes a structural concern and you need rakers or anchors.
Raked (Raker) Shoring
Diagonal compression struts — rakers — bear from the retained wall down to a kicker block at the excavation floor. Rakers keep the floor space clear of horizontal struts, which matters when you need to pour a slab before the shoring comes out. They take up floor area near the wall and require the kicker block design to be part of the structural drawings. Common on Toronto residential lowering jobs where the slab is poured in stages.
Secant Pile
Overlapping bored concrete piles — alternating unreinforced (primary) and reinforced (secondary) — create a near-watertight wall before excavation starts. Secant pile is the high-end solution for tight urban sites with high water tables, or where the shoring wall is incorporated into the permanent basement structure. The cost is substantially higher than soldier pile or sheet pile, but so is the performance. We partner with specialist piling subcontractors for secant work and project-manage the full sequence.
When Shoring Is Legally Required in Toronto
Ontario Regulation 213/91 (Construction Projects) sets the floor: any excavation deeper than 1.2 metres that a worker must enter requires shoring, sloping, or a protective system rated for the soil type. There are no exceptions for residential work. The regulation classifies soil into Types 1 through 4, and most of the clay-dominant ground across central Toronto and the inner suburbs is Type 2 or Type 3 — which limits unshored vertical wall height to essentially nothing for worker entry.
Toronto Building Standards Engineering adds a second layer. TBSE requires a geotechnical engineer’s letter or stamped shoring drawings for any excavation that:
- Exceeds 1.5 metres in depth adjacent to an existing structure
- Is within a horizontal distance equal to the excavation depth from an adjacent property or building footing
- Is in a heritage district or on a street flagged for settlement sensitivity
- Involves a party-wall condition (shared or abutting wall)
Party-wall agreements — required when your excavation could affect a structurally attached or immediately adjacent neighbour — go through the Toronto Public Realm and Infrastructure office. They take time. If your contractor has not mentioned party-wall notification as part of the permit timeline, ask specifically. Skipping it creates neighbour dispute liability that can stop a job mid-dig.
The Ontario Building Code 2024 does not override 213/91 — both apply simultaneously. Your building permit does not constitute a shoring plan. The shoring drawings are a separate deliverable, typically submitted with or shortly after the foundation permit application.
What Shoring Costs in the GTA
Honest range for residential and small-commercial shoring in the Toronto area: $15,000 to $45,000. The variables that move the number:
- Depth — Going from 2 metres to 4 metres is not a linear cost increase. Deeper walls require heavier sections, more anchor/raker points, and more complex drawings.
- Linear metres of retained wall — A 10-metre shoring run is not half the cost of a 20-metre run once mobilisation and engineering are factored in.
- Soil type and groundwater — Wet, loose, or fill soils increase engineering complexity and may add dewatering costs. Dense clay drives a lower install cost than urban fill with debris inclusions.
- Monitoring requirements — If the engineer specifies survey nail monitoring or inclinometers on adjacent structures, that is a separate line item. Most Toronto party-wall situations require at least pre- and post-construction surveys.
- System type — Hydraulic trench shores for a linear sewer job run at the low end. Secant pile for a high-water-table urban basement runs at the high end. Soldier pile for a standard lowering job sits in the middle of the range.
- Removal — Most temporary systems come out after construction. The pull-out is included in our quote. Soldier piles are often cut and left below grade — we specify this upfront.

Permits and Neighbour Notification
In Toronto, the shoring permit process typically runs parallel to the building permit. Here is the sequence on a standard residential job:
- Geotechnical assessment of soil conditions (can be combined with the general site report for the foundation permit)
- P.Eng shoring drawings stamped and submitted to the City as part of or alongside the foundation/demolition permit package
- Party-wall surveyor engaged if any adjacent structure is within the zone of influence — pre-construction survey completed and agreed upon with neighbour before breaking ground
- Toronto Public Realm notification where work affects the boulevard or right-of-way (road occupation permit may be required for access equipment)
- City review and permit issuance — typical review time 4-8 weeks for a standard residential application in 2024-2025
- Shoring installation per stamped drawings — Ministry of Labour inspector may attend; site must be able to produce drawings on demand
Regulation 213/91 places the compliance obligation on the constructor — the general contractor or excavation contractor in charge of the site — not on the homeowner. If OCM is running the excavation, we are responsible for confirming the shoring system meets the regulation before any worker enters the trench. We build that into the job, not after the fact.

Frequently Asked Questions — Shoring Contractor Toronto
How long does a shoring installation take?
For a standard residential job — soldier pile on a 10-15 metre run — installation is typically 1 to 3 days once permits are in hand and the P.Eng drawings are stamped. Hydraulic trench shores for a linear sewer job go in the same day as the trench is opened. More complex systems (rakers, secant pile) take longer and are sequenced with the overall excavation schedule. Removal of temporary shoring adds another 1-2 days at the back end of the job.
Hydraulic shoring vs soldier pile — which is right for my job?
If you are digging a trench (sewer, drain, waterproofing), hydraulic shores are faster and less expensive. If you are doing an open excavation — basement lowering, underpinning, foundation work — soldier pile gives you a stable retained wall across the whole face without blocking the working area with struts. We will recommend the right system at the site visit. Both are OHSA-compliant when installed per 213/91.
Do I need a permit specifically for shoring?
In Toronto, the shoring drawings are submitted as part of the building permit package rather than as a standalone permit. The City will not release the foundation permit without a compliant shoring plan if your excavation triggers the TBSE adjacency thresholds. In practice: yes, shoring requires engineering and permit review, but it goes through the same portal as your main permit application.
How deep can you excavate with shoring?
There is no hard regulatory ceiling — the depth is a structural engineering question. We have done residential jobs to 4.5 metres on Toronto clay. Deeper than that, the system complexity increases substantially and secant or anchored soldier pile becomes necessary. For most residential work (basement underpinning, lowering, sewer replacement), the practical range is 1.5 to 4 metres.
How close to a neighbour’s foundation can you work?
There is no minimum setback that makes shoring automatically unnecessary — it depends on the depth of your excavation relative to the bearing depth of the adjacent footing. The TBSE guideline uses a 1:1 ratio as a starting point: if you are digging 2 metres, any footing within 2 metres horizontally is in the zone of influence. The engineer’s drawings will specify the protection required. Party-wall notification to the neighbour is separate from the structural requirement and is triggered by proximity to shared or adjacent walls.
Do you handle dewatering alongside shoring?
Yes. We run submersible pumps and wellpoint systems in-house on most jobs. If the site has groundwater that hydraulic or soldier pile shoring will not seal, we pump the excavation dry while the work is ongoing. We handle the discharge permitting for dewatering to the City storm drain where required. Dewatering is quoted as a separate line item because run time varies with seasonal water table — but we do not hand you off to a third party for it.
What is a party-wall agreement and do I need one?
A party-wall agreement (or party-wall notice, in Toronto practice) is a formal notification — and sometimes a legal agreement — with the adjacent property owner before you begin excavation that could affect their structure. Toronto does not have a statutory party-wall act equivalent to the UK system, but TBSE and the building permit process require evidence of neighbour notification and pre-construction survey when the dig is close enough to affect the neighbour’s footing. Your lawyer or the building permit reviewer will flag this if it applies. We can provide a referral to a party-wall surveyor if needed.
Can shoring be used for underpinning work?
Yes — shoring and underpinning are closely linked. When you are lowering a basement floor, you are simultaneously exposing the existing footing and often excavating beside the neighbour’s footing. The underpinning sequence (pin-by-pin or bench underpinning) is designed so that no more than a specified length of existing footing is unsupported at once. Shoring of the open excavation walls runs alongside the underpinning sequence. The two sets of drawings — underpinning engineer and shoring engineer — are often produced by the same P.Eng. What is the difference between shoring and underpinning?
Shoring holds the excavation walls back during the dig — it is temporary earth retention. Underpinning deepens or strengthens an existing footing — it is a permanent structural modification. A basement lowering job requires both: shoring to hold the walls while you work, and underpinning to extend the existing footing down to the new floor level. Neither replaces the other.
