The Complete Site Preparation Checklist for GTA Homeowners

1. Permits and Approvals

Building permit, demolition permit (if a structure exists), tree removal permit (Toronto protects most trees over 30 cm), and conservation authority approval if you’re near a ravine or floodplain. Budget 4–12 weeks depending on the municipality.

2. Property Survey and Stakes

An up-to-date legal survey showing property lines, easements, and elevations. An Ontario Land Surveyor sets physical stakes so the excavator knows exactly where to dig. Cost: $1,500–$3,500 for most residential lots.

3. Utility Locates

Call Ontario One Call at least 5 business days before any digging. It’s free and legally required. They mark gas, hydro, water, telecom, and cable. Private locates (sprinklers, pool lines, dog fences) cost extra but save you from $5,000 repair bills.

4. Demolition

If a structure exists, it comes down first. This includes disconnecting utilities at the meter, asbestos and lead testing if the building is pre-1990, and proper disposal of materials. Toronto demolition permits take 2–6 weeks.

5. Tree and Brush Clearing

Only permitted trees come down. We chip brush on site or haul it. Stumps get ground or pulled depending on proximity to the foundation footprint.

6. Soil Testing

A geotechnical report tells you bearing capacity, water table depth, and contamination status. Required for most new builds. Ontario Regulation 406/19 also requires excess soil testing before haul-off. Cost: $1,500–$4,000.

7. Rough Grading and Drainage

How long does site preparation take?

On-site work is usually 3–10 days for a clean residential lot. Demolition adds 1–2 weeks. Permits and approvals sit on top of that — figure 4–12 weeks of paperwork before any crew shows up.

Do I need a soil test for a small addition?

For most additions under 50 sq meters, no full geotechnical report is required, but soil disposal still falls under Ontario Regulation 406/19 if you’re hauling fill off site. Your municipality may require a basic soils letter for the permit.
