Toronto Permits and Bylaws You Need to Know
Chapter 918 — Front Yard Parking licence. Toronto does not allow new front yard parking pads in most of Old Toronto, East York, and large parts of the former municipalities. The Front Yard Parking licence is rare and difficult to obtain — the City reviews street width, on-street parking supply, tree canopy, and HCD status. Most applications in central neighbourhoods are refused. We will tell you straight whether a pad is realistic on your lot before you spend money on drawings.
Chapter 813 — Tree protection. Any City-owned or private tree at 30 cm DBH or larger triggers Urban Forestry permitting. Pouring concrete inside the protection zone of a mature silver maple or oak will get you a stop-work order and a fine. We field-measure trees before quoting.
Driveway Apron Permit. Any new or widened curb cut into a Toronto road requires a permit from Transportation Services. The apron is poured to T&W spec and inspected before back-fill.
Chapter 743 — Use of streets and sidewalks. Staging a concrete truck, pump, or bin on the boulevard or street needs the right occupancy permit when work crosses the property line.
Heritage Conservation Districts. Cabbagetown, Cabbagetown’s Wellesley-Sackville, the Beaches Eastern Avenue HCD, and several others restrict driveway materials, colours, and front yard hard surfacing. We pull the HCD plan and design to it.
Frost depth. Ontario Building Code requires footings for porches and step landings down to 1.2 m below grade in Toronto. Floating slabs are fine for driveways and walkways with proper base.

Chapter 918 is one of the hardest licences to obtain — the City weighs street width, on-street parking loss, tree canopy, and HCD status, and most central applications are refused. Do I need a permit to replace my existing concrete driveway?
Like-for-like replacement at the same dimensions usually does not need a building permit, but if the curb cut changes or the boulevard apron is touched, Transportation Services needs to issue a Driveway Apron Permit. If a protected tree at 30 cm DBH sits nearby, Urban Forestry has to sign off under Chapter 813.
How long before I can park on a new concrete driveway?
Foot traffic at 24-48 hours. Light vehicles at 7 days. Full design strength at 28 days. We cure with curing compound or wet burlap depending on weather, and we will not let you park on a fresh slab early — tire indents in green concrete are permanent.
Stamped concrete or interlock pavers — which lasts longer in Toronto?
Both last 25-40 years if installed right. Stamped concrete is one continuous slab — cleaner look, but it can crack at control joints with freeze-thaw. Pavers flex with frost movement and individual units can be lifted and reset. Stamped needs resealing every 2-3 years. Pavers need polymeric sand top-up every 5-7 years.
What about heritage districts like Cabbagetown or the Beaches?
HCDs restrict front yard hard surfacing, materials, and colours. Some districts ban new driveways outright in front yards.
