Toronto demolition rules we work inside
Toronto has more rules around demolition than most GTA municipalities, and we factor them into the quote up front:
- Demolition Permit (Toronto Building): Required for any structure or accessory building. Residential demolition also falls under Section 33 of the Planning Act, which gives the City authority to attach conditions (replacement housing, timeline, restoration of grade).
- Toronto Municipal Code Chapter 363 (Building By-law): Governs the application, inspections and sign-off for demolition work.
- Chapter 813 — Private Tree By-law: Any private tree at or above 30 cm DBH is protected. If demolition will damage the tree protection zone, we need an injury/removal permit and a TPZ fence before the equipment lands. Fines run from $500 to $100,000 per tree.
- Heritage Conservation District restrictions: In HCDs like Cabbagetown, Wychwood Park, Riverdale-East, Distillery District and others, demolition typically needs a Heritage Permit under the Ontario Heritage Act in addition to the Building Permit. Soft-strip and salvage requirements often apply.
- Asbestos — Ontario Regulation 278/05: Pre-1990 structures get a Designated Substance Survey (DSP). If asbestos is found in drywall mud, vermiculite, vinyl tile or pipe wrap, abatement happens before demolition by a licensed Type 1/2/3 contractor.
- TRCA Ravine and Natural Feature Protection: Lots backing onto ravines (Don Valley, Humber, Rouge, Highland Creek, Scarborough Bluffs top-of-slope) require TRCA permits in addition to the City permit. Setback and tree-protection conditions are strict.

Do I need a permit to demolish a garage in Toronto?
Yes. Toronto Building requires a demolition permit for any detached garage, shed over 10 m², or accessory structure. The permit is reviewed under Toronto Municipal Code Chapter 363 (Building By-law). We pull the permit on your behalf as part of the demolition package.
What about asbestos in an older Toronto garage or house?
Anything built before 1990 needs a Designated Substance Survey under Ontario Regulation 278/05 before demolition. If asbestos is found in drywall compound, vinyl tile, vermiculite insulation or pipe wrap, a licensed abatement contractor removes it first. We coordinate the survey and abatement so the demo schedule stays on track.
How long does a pool demolition take in Toronto?
Full removal of a typical inground concrete pool runs 2 to 4 days on site, plus engineered backfill and grading. Tight Old Toronto lots with limited side-yard access extend the timeline because debris has to be wheeled through, not driven. Partial removal (top metre out, base perforated) is faster and often half the cost.
What if my property is in a Heritage Conservation District?
HCD lots in neighbourhoods like Cabbagetown, Wychwood Park and Riverdale need a Heritage Permit under the Ontario Heritage Act in addition to the Building Permit. Conditions can include soft-strip salvage, façade retention or documentation before any equipment touches the structure. We flag this in the quoting stage so there are no surprises.
Will the demolition damage my neighbour’s fence, tree or driveway?
Not when it’s planned right. We photograph all property lines before mobilising, install hoarding and tree protection zones where Chapter 813 trees are in play, and protect shared driveways with steel road plates. Toronto lots are tight and we treat the neighbour as part of the job.
