What site preparation actually covers in Toronto
“Site prep” is not one task. On a typical Toronto job we are running through this sequence before the framers ever show up:
- Locates (Ontario One Call) and a private locate for gas, hydro, and the water service.
- Tree protection zones built around any trunk 30 cm DBH or larger — Toronto Tree By-law Chapter 813 covers private trees too, not just the ones on the boulevard.
- Demolition of sheds, decks, garages, slabs, and any abandoned footings the previous owner left behind.
- Stripping topsoil, stockpiling what’s reusable, and getting the rest off-site.
- Bulk excavation for the foundation — basement, crawl, laneway-suite slab, or addition footings down to roughly 4 feet for frost.
- Excess soil tracking under O. Reg 406/19 — sampling, BMP, hauling tickets, and receiver paperwork that the City asks for.

Tree protection and the Chapter 813 problem
Toronto’s private-tree by-law (Chapter 813) protects any tree with a trunk diameter of 30 cm or more measured at 1.4 m above grade. If your dig goes inside that tree’s protection zone, Urban Forestry wants a permit, an arborist report, and TPZ hoarding before the bucket swings. We build the hoarding, we keep the bucket out of the root zone, and we document the protection so the City inspector signs off and you keep your occupancy timeline.
Excess soil under O. Reg 406/19
Since the regulation came into force, every Toronto site preparation job that moves real volume needs a soil destination plan. We sample when the rules require it, fill in the BMP, track loads, and only haul to licensed receivers. The paperwork lives in your project file in case the Ministry or the City asks two years from now.

How long does site prep take for a Toronto laneway suite?
Most laneway suite site preparation in Toronto runs 1 to 3 weeks on-site. Demo of the existing garage is usually 2-4 days, tree protection and locates add a day, the dig is 3-7 days depending on access, and rough grade is another day or two. Bad access (no rear lane, conveyor required) pushes the high end.
Do I need a permit just for site preparation?
The site prep itself rides on your building permit in most cases. But you may still need a separate demolition permit, a tree-injury or tree-removal permit under Chapter 813, and a soil-disturbance notification under the City’s Ravine and Natural Feature Protection By-law if your lot touches a ravine. What happens to the soil you dig out?
It goes to a licensed receiver under O. Reg 406/19 — soil bank, fill site, or another construction project that has a matching soil reuse plan. We sample where the regulation requires it, complete the BMP, and keep the hauling tickets. Clean topsoil sometimes goes to a neighbour or a landscaper instead of a dump — saves you money when it works.
Can you work in winter on a Toronto site?
Yes. We dig in January and February all the time. Frozen ground slows the first 12 inches but does not stop a tracked excavator. Frost protection on the open hole and tarps on the spoil pile are the main extras. Some receivers close in deep winter so we plan haul timing around that.
Do you handle the underpinning if the addition goes deeper than the neighbour?
Yes. We dig and form underpinning pits in 3-foot or 4-foot sequences per the engineer’s drawings, with the right shoring, so the neighbouring footing stays supported. It is one of the more technical Toronto excavation scopes and we do it regularly on semi-detached additions.
What size of crew and machine do you bring downtown?
For most Toronto downtown jobs it is a 2-person to 4-person crew with a 2.5-tonne or 3.5-tonne mini-excavator, a skid steer, and a tandem or tri-axle truck staged on the street with a paid road-occupancy permit when needed. Bigger lots in Etobicoke, North York, or Scarborough get a full-size machine.
